Aviation 2.0 was created to align route allocation, frequency of service, and pricing with the actual capacity of an airport — so that congestion is priced in rather than absorbed by passengers.
Design goals
Three commitments.
- Competitive allocation of routes and frequencies of service between origin and destination airports.
- Congestion-free volumes — only traffic that can actually be served at scheduled times is allocated.
- Market surplus is collected and returned to the public infrastructure that produces it.
